| Competition Format : |
| 1. |
Four (4) teams will take part in the Preliminary Competition. |
| 2. |
The competition will be played under a round-robin format, where each team plays one (1) match against all the other teams. |
| 3. |
The match fixture for the Preliminary Competition is decided by the East Asian Football Federation (EAFF) in cooperation with the Host Association. |
| 4. |
The top team of the Preliminary Competition is declared the winner and qualifies for the Final Competition. |

| Points and System to Break a Tie : |
| 1. |
Three (3) points shall be awarded for a win and one (1) point for a draw. |
| 2. |
In the event that two (2) or more teams tie on points, the following system shall apply to break a tie: |

Goal difference |
| (b) |
Greater number of goals scored |
| (c) |
Result of direct match |
| (d) |
Kicks from the penalty mark if the teams involved are still on the field of play |
| (e) |
Drawing of lots |

| Duration of Match, Extra Time, and Determining the Winner by Penalty Kicks : |
| 1. |
Each match shall be played for ninety (90) minutes with two (2) periods of forty-five (45) minutes and an interval of fifteen (15) minutes in between. |
| 2. |
There shall be no extra time in any of the matches. |
| 3. |
In the event that the winner must be determined by penalty kicks, based on the aforementioned "Points and System to Break a Tie," the procedures laid down by the International Football Association Board and published by FIFA shall be applied. |
