Mode of Competition and Rules for Determining the Winner
1.
The Preliminary shall consist of six (6) Participating Teams, drawn into three (3) teams in group A and three (3) teams in group B.
2.
Each Participating Team shall play against the other Participating Teams within its group in a round-robin league system in accordance with the Match Schedule.
3.
The Participating Teams will receive three (3) points for a win, one (1) point for a draw and none for a defeat.
4.
The first-placed Participating Team in each group shall qualify for the Preliminary Final and the winning team of the Preliminary Final will qualify for the EAFF E-1 Football Championship Final Competition.
5.
EAFF shall decide the match fixtures for the Preliminary in consultation with the Organising Association.
6.
The ranking in each group shall be determined in descending order as follows:
1. Higher number of points obtained in the two (2) matches identified by EAFF.
2. Superior goal difference from the two (2) matches identified by EAFF.
3. Higher number of goals scored from the two (2) matches identified by EAFF.
4. The lower score calculated according to the number of yellow and red cards received in the group Matches in the two (2) matches identified by EAFF in accordance with Appendix 2; or
5. Draw of lots

If the Participating Teams in the Final match ties after 90 minutes of play, the teams will directly proceed to kicks from the Penalty Mark to determine the winner of the Preliminary Competition.
Duration of matches
Each Match shall last ninety (90) minutes, comprising two periods of forty-five (45) minutes with an interval of fifteen (15) minutes in between from the whistle ending the first period to the whistle starting the second period.
