Mode of Competition and Rules for Determining the Winner
1.The system of play for the Finals shall be a round-robin league system, with each team playing one (1) match against each of the other teams, with three (3) points for a win, one (1) point for a draw and none for a defeat.
2.There will be no extra time played in any of the matches.
3.The ranking shall be determined in descending order as follows:
3.1 higher number of points obtained in all Matches;
3.2 if two (2) or more Participating Teams are equal on points, the following criteria are applied to determine the ranking (in descending order):

Head-to-Head Criteria
 »higher number of points obtained in the Matches played among the Participating Teams in question;
 »superior goal difference from the Matches played among the Participating Teams in question;
 »higher number of goals scored in the Matches played among the Participating Teams in question;

Tiebreaker
 »if, after having applied the Head-to-Head criteria, two (2) or more Participating Teams still have an equal ranking, the Head-to-Head criteria shall be reapplied exclusively to the Matches between the Participating Teams in question to determine their final rankings. If this procedure does not lead to a decision, the Group Results criteria shall apply;

Group Results Criteria
 »superior goal difference from all Matches played;
 »higher number of goals scored from all Matches played;
 »Penalty Kicks if only the two (2) Participating Teams are both on the Field of Play;
 »the lower score calculated according to the number of yellow and red cards received in all Matches; or
 »the drawing of lots.

Laws of the Game
Each match shall last ninety (90) minutes, comprising two periods of forty-five (45) minutes with an interval of fifteen (15) minutes maximum in between from the whistle ending the first period to the whistle starting the second period.

Only five (5) substitutes listed on the start list of a Match may take part in a Match. Any Participating Player who has been substituted may take no further part in that Match.

Cooling-breaks will be considered on a match-by-match situation based on climate condition measured by the Wet Bulb Globe Temperature. The Medical Officer will recommend the cooling breaks to the Match Commissioner, the General Coordinator and Referee on duty for their considerations. The decision and implementation of the cooling breaks will reside with the Referee. The two cooling breaks, if applicable, may take place at around thirty (30) minutes and seventy-five (75) minutes and each of them will be three (3) minutes duration. When the cooling breaks take place, at least three (3) minutes of extra-time of each half will be added to compensate the time lost from the implementation of the cooling-breaks. EAFF may issue a Guideline on the implementation of the cooling-breaks.
