Message from the President of the East Asian Football Federation

Dear Friends and Families of the East Asian Football Federation,

It gives me great pleasure to welcome you to Busan for the EAFF E-1 Football Championship 2019 Final Korea Republic. This is the moment we have been waiting for and I am excited to have the EAFF’s flagship competition back in Korea after 6 years. For the next few days, the dynamic city of Busan will catch the attention of all football fans in East Asia.

The journey we’ve gone through in advance to reaching the Finals, Round 1 in Mongolia and Round 2 in Chinese Taipei and Guam, has been truly remarkable with all Member Associations of EAFF taking part, either as a Participating Team or by dispatching a Match Official. Football in our region is now more inclusive and I believe it will further develop with the joint efforts of all our Member Associations.

The national teams of China PR, Japan, and Korea Republic will participate in both men’s and women’s competitions, with the men’s team of Hong Kong and women’s team of Chinese Taipei challenging them respectively. I am confident the players will showcase their passion towards the game and demonstrate top-class football for the fans to enjoy. I send my best wishes to all the teams and look forward to meeting them in the pitch.

Finally, I would like to thank Busan City and the Local Organising Committee for their hard work and dedication in organizing the competition. I have no doubt the competition will be another great success with all the efforts they have put in. I also take this chance to express my gratitude towards the 10 Member Associations, the Official Sponsors and Supporters, as well as our partners Dentsu Inc. for their support.

Mode of Competition and Rules for Determining the Winner
1.The system of play shall be the league system, each team playing one (1) match against each of other teams, with three (3) points for a win, one (1) point for a draw and none for a defeat.
2.EAFF shall decide the match fixtures for the Finals in consultation with the Organising Association.
3.The ranking in each group shall be determined as follows:
・higher number of points obtained in all Matches;
・if two (2) or more Participating Teams are equal on points, the following criteria are applied to determine the ranking (in descending order):

Head-to-Head Criteria
 »higher number of points obtained in the Matches played among the Participating Teams in question;
 »superior goal difference from the Matches played among the Participating Teams in question;
 »higher number of goals scored in the Matches played among the Participating Teams in question;

Tiebreaker
 »If, after having applied the Head-to-Head criteria, two (2) or more Participating Teams still have an equal ranking, the Head-to-Head criteria shall be reapplied exclusively to the Matches between the Participating Teams in question to determine their final rankings.
If this procedure does not lead to a decision, the Group Results criteria shall apply;

Group Results Criteria
 »superior goal difference from all Matches played;
 »higher number of goals scored from all Matches played;
 »Penalty Kicks if only the two (2) Participating Teams are both on the Field of Play;
 »the lower score calculated according to the number of yellow and red cards received in all Matches ; or
 »the drawing of lots

Duration of Matches
Each Match shall last ninety (90) minutes, comprising two periods of forty-five (45) minutes with an interval of fifteen (15) minutes in between from the whistle ending the first period to the whistle starting the second period.
